Fix two tests that are broken on Windows Put guards around TestPageBundlerCaptureSymlinks and TestPageBundlerSiteWitSymbolicLinksInContent so that they aren't run on Windows (they both use symbolic links and the Go library implementation requires administrator mode on Windows).
