[gzip] New function `FT_Gzip_Uncompress'.

This is modeled after zlib's `uncompress' function.  We need this
for WOFF support.

* include/freetype/ftgzip.h, src/gzip/ftgzip.c (FT_Gzip_Uncompress):
New function.

* src/gzip/rules.mk: Rewrite to better reflect dependencies.
